Default 2002 Dakota Sport O2 Sensor Issues

I have a 2002 Dakota. I replaced the PCM/ECM awhile ago and have been getting codes P0135 and P0141 every since. Have changed the sensors but still get same code. When running diagnostics on individual sensors, reader says sensors are ok. That leave me to believe PCM is bad/not programmed correctly. Anyone got suggestions??

Where did you get the replacement PCM from?

Those codes are whining about the heater circuit. Is that circuit even working? Blown fuse? Bad relay?

Got it from Car Computers. Not sure how to test circuit.

Check and see if you are getting 12 volts on the heater circuit at the O2 connectors with the engine running. Wiring diagrams would be really helpful here....
