the rheostat * the switch* most likely burnt out, common in jeep wrangles. happened in my friends dakota too, his low speed went, i think mine went too, yeah il agree chrysler radios are junk, always problems, just could be coincidential, but pop off your dash cover, i know on my 01 its take off the driver kick panel first with 2 screws, then pull straight out, then get the instrument panel cover off is take the 2 screws out above the guages out and then pop the cover iff, you got to work it though, and for automatics, put it in first, and work the hole in the panel to see the guage faces, work that over the steering wheel to free it up, and then check your connections, this is also how you get to your radio in 01-04 dakotas, pretty sure it will work the same for older daks from the 2nd gen line, different dash styles starting in 2001, and then the whole make over in 2005

Well if you have an after market radio, you may have a 2 nd fuse. maybe inline behine the radio. And your heater/ ac, are talking about the blower fan speeds???? If so the resistor maybe shorted out.
