OK I found where i was supposed to be adjusting the tv cable. before i was only pushing the whole thing through the bracket, when the pedal was pressed the piece snapped into the bracket. So I removed the white clip so the cable will slide and found that the cable was already pushed back as far as it would go. i moved it up for kicks and it starting shifting at 1500rpms. Maybe the cable is not hopeless yet? I just need to find my 1/8" some how. i can push the cable back further but i run out of teeth and the clip will not refasten!

 

If you have the cable all the way back and it is still shifting early that means it is stretched to the max. You need a new one that is the only fix.
