Default 98 Dakota Tranny Problem

I have a 98 Dakota Sport 4x2 Club Cab. The transmission seems to hold second gear to very high revs before shifting into 3rd with a pretty good jump. Seems to only exist between 2nd and 3rd at about 50 KM/H, the engine has a very deep rev and hits between 3000-4600 RPM before shifting. I have not had the truck very long so have not done any tranny maintenance. It has 166000 K on it. I checked the fluid level and it is fine, fluid is very clean. What could be causing this issue? It could be 3rd-4th that it is happening in. Once the vehicle warms up or I take it on the highway and get the gear shifted through, it seems to respond fine afterwards.
