Default TPS Adjustment?

I am diagnosing a transmission issue, on a 2001 Dodge Dakota extended cab with a V6, 85000 miles:

Symptoms are intermittent no downshift or up shifting, loud bang noise from transmission occasionally.

Anyway I was checking my TPS and found that at WOT I only have 3.7 V and should be around 4.5 V.

Are the TPS's in these trucks adjustable or do I just have to replace it?
