Question TV adjustment

I have an 02 Dakota 5.9 with k&n intake, magnaflow turndown, 180 t stat, and a very useless Jet performance chip. 40K miles.

I've noticed that when I punch it the tranny doesnt want to shift down most of the time and if it does it takes a while to shift.

So I got the Chilton repair manual and it says to adjust the throttle valve but doesnt say which way. I then pulled the cable towards the firewall and replaced the clip. When I drove it I noticed that it raised the rpms between shifts and the shifts were alot harder. It was great until I hit the freeway. It down down shifted fast but seemed to not want to shift up.

My question is can you over adjust and what are the consequences? Am I going the right way to adjust it? Should I have the tranny looked at? Which transgo shift kit do I get?

Thank you everyone in advance.
