Is this the radiator drain plug?

If it is then I might be in trouble because the plastic turn **** part has been broken off of it. I was in the middle of flushing my cooling system but hadn't opened the drain plug yet, so now the system is full of tap water....what should I do?

Yes, that looks like the drain plug. I'd suggest getting a new drain plug and doing "whatever you have to do" to get the old one off.
Some channel locks should do the trick though, before having to go to "extreme" measures like punching a screw driver through it.

Channel locks or vise grips are always the tools that come in handy w/ something like that. Becareful not to break it through.

Nah, channel locks and the like won't work because there is nothing there to grab onto. I tried to make a tool by cutting a V into a flat head and trying to jam it in there but it didn't really work either.

I ended up draining it from a plug on the back of the t-stat housing.

No, it's a plastic drain plug.
*edit* He could try using some of that plastic glue stuff (my local auto parts store has about 10 different kinds). I don't know how good it really is though.
