wierd problem

Ok let me tell you guys what its doing and then what I have replaced.
Sometimes my truck will surge for no reason at low speed or take off. I can press the gas pedal (maybe 1/4 or less) and it will act like its gonna die, then surge a few times then all of the sudden it will take off.
I have replaced the TPS, IAC valve, O2's, Map sensor, crank sensor, coolant temp sensor, IAT sensor (think thats what it is called- air temp), removed and thoroughly cleaned the TB, new plugs, all new fluids in everything. I have not replaced the tranny fluid return filter inside the tranny pan, but will be doing so soon. I have put a pressure tester on the fuel rail and it seems to be holding pressure, I guess I could check it again.
Now comes the wierd part, when it acts up if I turn the truck off and then start it right back up, the problem goes away. I am fairly sure it's electrical, but what the heck could it be? Any help would be greatly appreciated.

My truck does this right after a rain, once, then it is fine until it rains again. Dunno what it is. Replacing the rotor and cap, and the plug wires helped a little.

He has a 4.7.... He doesn't have the cap and rotor or plug wires.

Yeah no cap or rotors, I have coil overs and they ohm'ed out ok. I have a friend (in Minnesota) who is a Dodge mechanic and he is not even sure what it could be. I am trying to get it diagnosed over the phone with him, but I might be doing something wrong or misunderstanding the process. I was hoping somebody else had been through this and could offer a potential fix, it's driving me crazy and hate taking my vehicles to a shop.

Appreciate the idea, I will try that. I have been replacing sensros because I have high miles, so it's not a big deal about buying them (was going to anyway). The way it runs is getting on my nerves though, hope your idea works.

Is the CEL on?
Is Vehicle STOCK?? Anything NOT OEM?

No CEL, you can read my sig as far stock or not goes, nothing major, but I may take the tune off and see if it helps. I detuned once before, now that I think about it, and it didn't seem to help. Only things I could think of is week fuel pressure regulator, something electrical (so I replaced a couple sensors) or was wondering if the return filter for my tranny cooler was real dirty could it affect things at start up? I am about to pull my tranny to put a kit in it (because I am about to regear) and am going to replace return line filter then. Thanks for the brainstorming guys.
