the fuel pump is in the tank.. the filter is part of the pump and is NOT serviceable. get a fuel pressure gauge first and check the pressure from the schrader valve off the fuel rail for the injectors.
Fuel pressure should be 339 kPa ± 34 kPa (49.2 psi ± 5 psi) at idle.

OK...helps a bunch. He is 82 and family with him to wrap it up. Maybe explains why I could not recognize anything that would work. Hoping the relay was the problem but switch working relays back and forth and all OK..

sounds like a bad pump,
if it was a filter it would start but die as it picked up the sediments, then the sediments would fall to the bottom without suction to keep them up.
its really not that hard to drop the tank and swap out the pump, as stated before its a single unit you just unscrew,twist out, and reverse with the new one.

OK-I always like to post a solution so here it is. Pulled the bed off-only eight bolts-lifted it off and the connection wire to the fuel pump was snapped off. Reconnected and soldered it. Turned the key and he was good to go. Less than an hour in all. My Dad's neighbor came over and helped a bunch. I had no idea it would be that accessible and the bed would be that simple to remove.
