I had a brake and license plate bulb out. I found a thread about the brake light, but none about changing the license plate bulb.

Reach up under the bumper and grab the socket.
Twist and pull.
Pull old bulb and clean out any obvious corrosion.
Insert new bulb and turn on parking lights.
If new bulb doesn't light, jiggle in socket to see if it can make good contact.
Once continuously lit, replace socket in bumper.
