homemade brush guard
correct, i have heard of people getting $50 fines for having theirs in with no intention of pulling a trailer that day.
It is possible to get a "brush guard" that will protect the front end of your truck but you'll have to build it yourself and it's less of a brush guard and more of a battering ram by that point. My friend built one for his old F150 out of 3" schedule 80 tube steel and 1/4" plate steel with a twin tube design where the front bumper normally would be. He rearended a Camry with it and reduced the length of the car by roughly half without doing any damage to his truck.
That said, something on the level of what he did will be illegal in most places, is likely to kill someone if you hit them (luckily the driver of the Toyota in his case did not get hurt), and weighs a TON. His front end lost almost 3" of height when he installed it and I can't imagine the front suspension would have held up well over time, the truck got totalled before we could find out which leads to the third disadvantage. Somebody blew through a stop sign as he was going through an intersection so that the front corners basically met, without the bumper he built it would have ripped off his stock bumper and possibly damaged the front end a bit. With the bumper it caught and bent the frame of the truck beyond repair. Needless to say I don't advise it.

brush guard and bull bar. there is a difference.
brush guard: meant to keep stray sticks, branches and brush away from your grill and headlights. also good to mount lights on. affords very little, if any actual impact protection. mounted in front of the stock bumper.

bull bar: a full replacement bumper. replaces the stock bumper. solidly built, offer good impact protection. often has a receiver hitch to mount winches etc. occasionally has recessed lights. styles vary from full guards protecting the entire front end, to simple replacement bumpers

He was saying that a bush guard can actually take the initial impact in an accident causing the delay of the bumper being hit and air bags going off. So basically your face is against the steering wheel or close to it when the airbags deploy. Scare thought. Made me think twice after I build my bush bumper. (different truck at that time)

Like I said, there is no reason to make your truck a battering ram. If it is a devoted farm/wheeling vehicle, then yes get that big *** bumper. But if you are going to be driving around the city/highway, don't it's just too damn dangerous for the other people.

around here, that's known as a bull bar. the little dinky thing the next guy down posted is a front nerf bar. side nerf bars are called side steps or just nerf bars, and the ones in the box with lights mounted are light bars.

i don't know what a bull bar is but police have push bars on their cars.
