Default 2-3rd shift issue.

Its a 99 Dakota sport 5.2L w/ a 44re trans. I have tried using the forum search but everyone seems to be having issues with 1-2 shift issues and have not heard of anyone with a problem like mine. When the trans is cold (when outside temps are below 55 degrees) my trans wont upshift to 3rd gear until it warms up a little (usually 2-3 miles after start up). It shifts 1-2 great then it'll pull out of second gear to shift and will go into a false neutral..... could this be a speed sensor? or PCM? I have already dropped the tranny pan replaced filter and fluid and tightend the bands and this didnt help other than makeing shifts smoother. There are not any check engine lights, it goes into O/D great trans does not slip. Any suggestions?

I really don't know on that trans. I have the 545fre and am about to put a Transgo kit in it to correct the soft shifting. Hopefully somebody will chime in with some knowledge.
