Default Antifreez overflow

Lately I've noticed that my overflow is never full. I dont think its cracked cause I never see or smell it so where could it be going? When I did my heater core I filled it and friday when I checked it the damn thing was empty odd part is when I take my rad cap off the AF is in the same spot it never drops what whats going on? If its not doing anything but taking up space im going to remove it.

When I installed my driving lights, i noticed my overflow tube...doesnt exist. I had to do a double take....isn't that unsafe?

the overflow tube on the driver side, over the horn units ect. The plasic molded tube has nothing attached to it, like if I went into overflow, it would dump coolant over the horns and who knows what else electrical. Unless it's for something else?
