I have a 2002 and the signal lights are not working. Everything else on the arm (headlights, etc) work but the turn signals do not. Any suggestions?

 

Fuse. Underhood or side panel.

 

I don't think it is a fuse because the signal lights work sometimes. It seems that when i tilt the wheel to a certain spot they work but not in other positions. I am assuming it is a wire in the steering column. Anyone know what wire i should replace? If that is what it is.
