Default 3.9L auto 2nd to 3rd shift problem

Alright so I bought the truck 2 years ago knowing this problem exists. It's an automatic transmission and when shifting between 2nd and 3rd, it feels like the bands are slipping. Around 35-40mph and about 3500rpm, the engine will rev high and I have to let off the accelerator in order for it to shift. It's right at that shift point and I checked the bands by performing a stall speed test in D, R, and 1. I'm almost conifdent it is a hydraulic problem because the transmission idles good, shifts smooth in every other gear, and does not make any noise. Fluid is nice and red. I'm ready to fix the problem now, but for 2 years, it has driven this way; another reason I dont feel it is mechanical becasue something would have given by now. I'm leaning towards a check ball getting stuck and rebuilding the valve body. Anyone else know of this problem?

Ok I adjusted my TV cable yesterday but it didnt seem to help. I didnt look at the resting position on the trans becasue it was too cold to get on the ground so I'll prob have to re-do this adjustement. Anyways, yenner... here's the adjustment:
***Adjusting your TV cable***
-Start by removing the airbox going to the throttle body and elbow. On the right side of the engine, you will see your throttle cable, cruise control cable, if you have one, and your TV cable. The TV cable is the one that is farthest right and closer to the firewall. The cable is moved opposite the other cables. Start by removing the connection to the throttle body. It's a ball and sleeve type so it should just slide off, with force! lol. But dont break it! Then remove the retaining clip (it's whiteish in color and is close to right where the TV cable housing mounts to the bracket right by the throttle body. Move the cable in and out to take up the slack and re-mount the cable back on it's ball. Let the cable go to the fully closed position and re-install the retaining clip. The TV cable should now be correctly adjusted. Put everything back together.
