Default 03 Quadcab Heater question

I bought a 2003 quadcab to use for a winter truck, but am having issues witht the heater. If I change the control to the dash vents, you can hear the motors turning, and doors opening and closing, but when it all stops moving there is no air coming out the dash vents. I have the dash apart and can see that door to the dash vents is open. (it will close if I change the selector). If I change the temp control from hot to cold, the other motor runs, and the air blows out the dash vents no problem. It almost seems like everything is working the way its supposed to, but no hot air from the dash vents. Can anyone confirm that a 2003 quad cab dakota is supposed to be able to blow hot air out the dash vents? If it is supposed to, does anyone have any suggestions?
Thanks in advance.

On the passenger side under the dash there is a resistor plug, it's shot. Gonna be a dealer part unless you can salvage it and basically make your own. That's what I had to do

I don't think the blower resistor is the problem...the fan operates properly on all speeds, the AC works flawlessly. It's just getting the warm air to the dash vents thats the problem.
