Just bought a 99 dodge Dakota 3.9 liter, my steering wheel is super hard to turn when its at idle , and turns fine when driving obviously . I topped the fluid and still hard ,and my rack and pinion has got fluid all over it like its a leak .my question is how would I know if its the pump or the rack and pin ? How would u test it ?

 

all the houses and lines connected to the pump if not that could be ur problem and check over all the fittings to everything to make sure
