Default Multifunction Switch

When I turn on my right turn signal the hazard lights come on. The dealer said it was a faulty multifunction switch. Can anyone tell me how to remove the steering column cover and replace the switch? I cant seem to get the top cover off and I do not want to force it.

Also- I had the ball joint recall done at 45,000. Everything was fine for a while. Now at 50,000 I am experiencing a "popping" feeling in the steering wheel when first braking, accelerating, or starting from a stopped position. It is only a single pop that occurs when each action is made. It is different than the feeling I had before the recall was done, which was a noise when turning or going over bumps while turning. Has anyone else experienced this or know what it might be?
