Sales of R-134a refrigerant will not be restricted, according to a rule that was finalized by the EPA in February, 2004. In a release by the Automotive Parts & Service Alliance (APSA), the EPA had proposed in June 1998 to restrict the sale of the refrigerant to only certified users, but had not finalized the proposal due to opposition from some aftermarket associations, including Automotive Aftermarket Industry Association (AAIA) and Automotive Refrigeration Products Institute (ARPI).

that is what they did to R-12 only certified tech's can get their hands on it. But 134a was supposed to not 'harm the environment like R12..
This is such a small issue though compared to the other things the Govi is doing to turn us into a World Government Ran police state..

AutoZone here in Texas still rent out the Gauges, Vac Pump and all that.. but yes O'r. Says from Corporate they stopped renting them because they would rather sell the $50-$100 dollar ones they have OTC.
I discovered this by accident... I had to by-pass my leaking heater core this past winter... was a little cold a few days during the winter but now I'm reaping the benefits now that it's a 112 here in phoenix
I've noticed that everyone seems to go with "all or nothing" setting on the valve. Maybe there's a compromise to be had. A little experimentation might allow enough hot coolant to adjust cab temps (warmer) without totally defeating the purpose of the valve. Would also solve stagnation in the core. IMHO

Just found on OLD AIR PRODUCTS, Ft worth Texas, an electronically variable bypass heater valve kit Part# 50-1555m Allows as much or as little coolant into the core as desired. Uses an included harness to operate a servo that does the deed. Not free, but so cool! (no pun intended)
TBh I did this back when you see my last post on this thread and really was not my problem at all rather needed some freon.. even though i have no leaks; did the UV test and everything.
Shot some freon in according to the temp range chart here on forums and it will freeze you out on low....
As far as this goes my feed back, I found really having the valve on or off I could not really tell that much of a difference, but i do understand how it would most likely help...
Would i say its worth rushing out to find the valve and dropping a few juggs of antifreeze back in the system? no unless your already doing a flush or something..
IMO... i didnt notice any cooling problems or anything like that with the valve shut off so it seemed fine.. not sure what happens inside the water pump when its not pulling water from there is it just an empty line or is it trying to pull vac. a little I'm not sure..
