Default hard start when warm

Good evening everybody, I need some advice.
My son has a 97 4 banger manual with 130,000.
Cap, wires, plugs are new.
When it is cold out, well Vegas cold anyway, the truck
starts up quickly and idles fine.
When warm out or just warm engine, it takes
about 7 seconds of cranking to start. But, not always.
Runs rich with an oscallating idle and almost dies
if not given some fuel. Maybe a 1 time miss when
excellerating from a stop. Last summer, it ran poorly
as the vegas temp went up.
It is the most under powered vehicle I have
ever driven. It will cruise at 70 but must downshift to go
up a 1% grade.
Thanks guys
