Cruise Control Problem
You mean turn on and press set, right?
The wiring to the switches is good, you've confirmed it. They are multiplexed so if anything was bad it wouldn't turn on. The set switch could be bad however.
I'd start with the brake switch. Pins 4 and 5 should show continuity in order to engage the cruise control. Disconnect the connector, then on the switch it's the pins that match with the the yellow with red tracer AND dark blue with red tracer wires.
Also, make sure all your vacuum lines are tight and that you get a nice strong vacuum at the cruise control servo itself. Make sure the servo cable moves freely too. It is also possible for the servo itself to fail.
