Fixed maybe?
I tried to pull the powering steering pump pulley out a little, but it would not budge. I read somewhere else to put a tiny small of dielectric silicone on the ribbed side of the belt, so I tried it. It was under $4 at the auto parts store. So far one day and it is working like a charm. I worried it would make the belt slip, it is silicone. I put a tiny amount and cranked it up and within seconds all the noise stopped, it got very quiet. I am sure this is just a band-aid but it may save my sanity until I can find the real problem.
