97 Dakota Cold air on Passenger side

Unhappy 97 Dakota Cold air on Passenger side

Have a 97 Dakota. Driving down the road on the passenger side, under the dash into floor board cold air is Pouring into the truck. Just in the past weeks I have replaced the water pump , Flushed the system and still have the cold air. With the heater turned on it is hot on the drivers side and COLD AIR on the passenger side. With the heater and blower turned off it is still rushing cold air when you are driving down the road.
Is it a fresh air port hung open or what. I can't find anything.
Any help would be a blessing. Wife's feet is freezing, I did not know how bad it was until she drove and I could really see what she was telling me ....COLD AIR RUSHING IN...HELP It's 19* here.

the fresh air actuator isnt working and it blows open with the wind. my truck does the same i havent fixed it i just sealed the port under the windshild. its below the plastic under the dash. being as i dont have A/C it didnt matter any to me you may want to replace it. but if you pull the kick plastic on the passangers side. the actuator is visable on the lower right hand side of the dashboard. you can get your hand up to the rod which controls the door slid the pin out and make sure bypulling down on the plastic lever that the puin connects to and running the fan.

ill try and take pictures for you tomorrow so you understand better if thats nessary.
