2000 Dakota no start
I would look at the cam sensor you said it looked like it had been messed with.
How can you explain that was it spliced together? If so usually not a good thing to do.

I was checking for 5v pwr at the cam and crank sendsors and only had 3.47 on both so I decided to give the PCM from the other truck a try and and right awy i had 5v on both so I thought lets give this one a try ,as soon as i turned the key I heard the fuel pump, never heard it any other time, so I gave it a crank but the battery was just too low, I hooked up a charger and after a bit I cranked it and it fired up but only for a few seconds then after trying again the battery ran down, damn crappy boat battery!! So I charged it for a while more and now I can crank it over like crazy but no fire, after a bit i checked the codes and now I have a p1391 and now the gauges work as well.
Deal with the battery problem first. Dakota's HATE, with capital letters, low voltage. You'll have all sorts of faults. It does sound like you might have a bad pcm, the first one. P1391 is an intermittent loss of the cam or crank position sensor.
I took the cam sensor from the bad engine stuck it in and after a little bit of a long crank cycle it fired up, it ran rather crappy, wouldnt idle so after awhile I dissconected the battery and tried again and now it runs pretty good, even idles! I ran it for a while and I even took it for a spin so I know if its worth using in the other truck, maybe for a kick I'll swap the PCM's again and see if it runs.
