1997 Dodge Dakota Headlights Problem

Default 1997 Dodge Dakota Headlights Problem

97' Dakota 3.9L V6.

Pull the headlight switch out one notch, both headlights are dark, otherwise the turn signal lights and tail lights are all okay.

Pull the headlight switch out further to 2nd notch, high beam turns on fine.

I assume the headlight bulb works as both high beam and low beam. If this is the case, does it mean my the headlight bulbs are fine?

is it a fuse problem? where and how should I check?

Please share your advices and thanks a million in advance!

udpate:

As 98DAKAZ pointed out, the turn signal lever doubles as high/low beam switch.

high low is changed by pulling back the whippier arm it should click if you look at the arm it should show a beam logo on it indicating high low.
