Battery hold down bolt stuck.

Default Battery hold down bolt stuck.

2003 Dakota 3.9 engine. The battery hold down bolt is broken at the top and seized at the bottom. So far, I've tried WD40 and vise grips. It won't come out. See photos. I would prefer not to have to remove the battery tray. Any ideas?

Use two channel locks with decent teeth, at the same time. No way could it resist that. Also heat and pb blaster at the bottom.
