OBD plug, no power.

No, no ignition switch codes. I tried it every way possible. I mentioned before that I tried a friend's scanner, my Bluetooth connector for the torque app AND the autozone scanner. My Bluetooth connector works wonderfully on my Chrysler 200, so I know for sure that is working

I don't have the manual for this year, but the '00 manual says FUSE 15 for the cigar lighter; and FUSE 12 for the DLC Connector, Radio, and Glove Box Lamp.

I'm not saying there's anything wrong with your scanner. There are signals that have to be on the wires to that DLC connector for the scanner to connect and retrieve information.
Have you made sure that there is 12 volts on pin 16?

OK, I checked pin 4 for continuity and it was good. Pin 16 showed 13 volts. Now, I don't know if that scraped the pins enough, but Bluetooth connector is now operational! Funny because I had sprayed a bunch of electrical connection cleaner last week to no avail.

You may have had some dirt in the connector or it just wasn't seated properly last time. This time it worked I know when they smog my Dakota they usually kind of jiggle the connector and watch their monitor it may be a normal thing.

Clean her up and post a few Pic's lets see her.

Default OBD plug, no power.

Here she is, my $600 Dakota. Lots of rust everywhere. Note the knight rider speedometer (speed sensor out), I am using an old android phone with a GPS speedometer, pretty accurate. I am loving this truck so far, despite the problems. By the way, it's cherry bomb equipped

Just saw these Pic's

OK your shifter looks weird is it an after-market shifter or just the shift **** is different it just looks wrong kind of too tight to the dash. AC is disconnected I see compressor bad?

Its strange how no matter how many 98 Dakotas with the 2.5 I see something is strange different like the big rubber rad cover I never had one that big mine had only a small rubber strip in the same spot yours is huge.

You may try rattle can spray painting it that would make it look way better even with the uneven job you get from a can.

The shifter is aftermarket, the previous owner had an ugly metal one. The shifter is clearly cut shorter, too

Does it shift ok never had much luck with after market shifters plus thats way low and may make it harder to shift. The AX-15 trans in the 2.5 Dakota is not an easy shifting trans a shorter stick dosent sound like it would help but make it harder to shift.

I recommend going back to a stock oem shifter if you can find one that may be imposable.

After 98 or it was 99 all 2.5 Dakotas used the NV-150 trans I don't know if they are better or not but the NV-150 has a reverse syncro the AX-15's flaw getting into reverse sucks most times.

I have seen stick extenders or weld an extension on.
