Default Tire wont lower, Really rusty

So, luckily i didn't blow a tire on the road but one of my rear tires is bald and the spare is good so i figured id switch it out. I live in ohio and everything is pretty rusty so i put together the attachment that came with the jack to lower the tire and, upon twisting counter clockwise(as per manual) i hear a *snap* and see what looks like a cotter pin fall from beneath the spare tire. the attachment now turns easy but the winch doesn't drop, spare doesn't budge. cannot get it to move what-so ever. Im stumped as to how im going to get it down so id figure id ask if anyone here has any clues, thanks

Crawl under and cut the cable its a multi strand cable bolt cutter is best. Don't be surprised if the spare is rotted.

Does no one actually try to look at things and figure them out these days this is super simple stuff.

If you dont want to cut the cable this may I say may work let all the air out of the tire this may give you room to tuck the clamp off and free it If you look you may understand what I say.

Yeah, once per year I lower the spare, inspect it, and spray the cable with silicone spray. Good Luck with it.

The cotter pin you saw coupled the shaft together. I doubt you can get it at with the tire up.
