Question Throttle whine

hi guys and gals, i have an 04 dakota with a 3.7l v6 in it, and i have a strange problem that i dont know how to diagnose. i have an a&P license to work on aircraft and have a pretty good knowledge of mechanical means, but ive never experinced this. the throttle will whine whenever i am at 20% throttle. this is a continuos whine at all speeds and gears, and im completely confused because it is a physical throttle, not drive by wire. any ideas? thanks in advance

I assume you mean the throttle body? Or the throttle pedal?

im honestly not sure, it only does it under load so i cant really test whether its the tb or the pedal, im guessing the pedal though, because its loud and clear inside the cab, and i have a very loud truck. a supper 44 that outlets before the tire and a short ram intake combine to make a lot of noise, but the driver can hear it very clearly, passenger cannot unless at low speeds. it mind boggling

The pedal can't really whine since it's not a constantly moving part. It could be some sort of harmonic, but it sounds more like a driver side exhaust leak, or air rushing through the TB. IAC will usually whistle, but it should be closed off idle.
