Default Oscillaiting RPM

This is a 2004 Dakota with a 3.7 V6. While driving with a steady pedal the rpm will oscillaite maybe 200 to 600 rpm. I had a thread a couple days ago and someone suggested it maybe could be the converter not locking up which would effect mph but I feel the rpm is where the problem starts. Or maybe I have two different problems. What is in the system that could control rpm besides the foot pedal?

Torque converter clutch locking/unlocking will bump your 200 RPM down or up.... (respectively) On my truck, (full size though....) it was the throttle position sensor was just a bit wonky. Replace the sensor, problem gone.
