Default heater blower fuse shorting out

I have a 98 dakota and the heater blower fuse blows every time i turn the key on.dose anyone have a possible idea of where or why it might be shorting out? i have looked and do not see any exposed wires. i have changed everything but the heater core. someone please help! IT IS COLD AND I DRIVE A LOT. if anyone could give me just a hint of what it could possibly be or where it could be.

Blower motor or resistor block. If the fuse still blows, even with the heat/blower turned off, you have a short in the power feed to the blower.
