99 dakota w/ 318 doesn't idle when cold

I have a 99 dakota with the 5.2L and it doesn't idle when its cold out. I'm not talking really cold. Temp like -5 to 2 degrees C (28-34 degrees F) It runs fine but you have to keep you foot on the gas to keep it running. After a minute or so it will idle but really low. Once it warms up it idles fine.
I just changed plugs,wires and cap and rotor because a check engine light was coming on but thats solved. Could that be the problem? Please help me out cause I don't want make another mortgage payment for my mechanic!

the best way is to pull the TB off and pull it that way, otherwise your climbing onto the motor to get at the screws. it's mounted between the TB and firewall... this applies to the 3.9, 5.2 & 5.9 motors only... not sure about the 4.7?
