Default Shop costs header bolt replacement.

My exhaust bolt is busted on the block. I don't know if it's right on the block or just under the header flush. But the studs will need replaced. If I replace all the studs what is the expected shop cost.

Depends on where it is broke. If it is broke flush with the head, that's gonna be fun. (and expensive.) You are probably looking at at least two hours labor, if not more.

Agreed with HeyYou. It also depends on which header bolt is snapped off. Front ones are okay. Back ones by the firewall are female dogs. Almost easier to pull the engine/cylinder head, or work from below.
