Default Brake pedal stuck- vacuum issue?

Hi All,

The brakes work great but the pedal won't return. I replaced the master and booster. Pulling the brake pedal up releases the brakes and returns them to normal but the pedal just wont come back! However, heres the kicker, if I open up the vacuum by pulling the vacuum hose off of the accesory nipple (which supplies vacuum to my cruise control) on the booster check valve the brake miraculously work much better! Can seem to find a vacuum leak and its sucking 21 in mg.Maybe there is a leak I am missing Help?
