Default non start

I just replaced a 3.9 used motor on a 2003 2 wheel drive Dakota. I was not the person who pulled the engine so a lot of fun putting things back together, issue with no start engine does not turn over. battery is charged. starter was tested and found to be good.. checked the relay and is good. also used a light circuit tester to probe the fuse box where the starter relay sits. found one constant 12 volt with the ignition switch removed. when the ignition switch is reconnected the 12 volt goes off. is this an indication of a bad ignition switch. also, did a continuity test on the ignition switch using the Hanes book repair model. the continuity test could find no reading on the switch. any suggestions appreciated.
