Hello, I just joined this forum. I know this is an old thread, but I am having the same issue with my 99 dakota. Where exactly was the bad ground located?

 

The bad ground in question would likely be from the battery to the engine. The main one. Its location will be easy to spot. Just follow the negative battery cable.

 

I was having trouble following it from the harness. My truck is currently outside and it's been too cold to crawl underneath or spend a lot of time searching. I was hoping the OP could save me a little time. Supposed to be warmer next week. Thanks for the reply though!
