I used a strip of cardboard to protect the fan pulley and gripped the edge of the pulley (with the cardboard over it) with a channel lock. Locked the channel lock against something nearby and that stopped it from turning. With the pulley immobilized, I used a larger channel lock to pull the fan bolt. An open end wrench works too, of course.
