Default Broken Ground Near PCM - What is it?

2001 Dak 4.7l quad cap SLT 4x4. I removed the air filter assembly to inspect the PCM connections. I am getting codes p0031 p0051 and p0132. Truck runs rough if idles very long especially with AC on. I noticed a single wire coming off the harness with some sort of connection to it that was grounded to the fender well. The connection rusted off and broke. (see pic) What is this and could it be related to my codes? Need to locate a new connector to repair. Thank you.

Anybody? There seems to be a part number that I cant read on the connector. Would someone with similar vehicle have a look under their hood and see if they could give me the part number. I am in Puerto Rico and no Dodge dealerships on our end of the island. Thank you very much.

It's a ground. You don't need a specific part. You can use any ground strap to accomplish the same thing. Example:
Amazon Amazon

Use some dielectric grease on a toothbrush to coat the connections when you install it to prevent the rust from coming back.
