Default Wiper/Turn Signal Lever

2 years ago I bought a 2001 Dakota Sport 4x4. From day 1 the wiper control has only worked in a single speed with no difference of speed or delay ability. Basically to shut off the wipers - you have to have it in the "Hi" position and every other position including "OFF" operates the wipers on "Low". I suspect a former owner or Dealership where I bought the Dakota from ripped open the steering column and did some half-*** rewiring to make the wipers functional. I have searched under the hood for botched wiring, but found nothing. The only reason I am searching this out is because I am looking to replace the wiper/turn signal lever assembly. I have not ripped the steering column apart to search for the suspected possiblility of a bad wiring repair job yet. I thought to reach out to others to see if anybody else has ran into this or something like it.

Still might just be a bad switch.

I found out on another forum the same problem. They replace the central timing module and it fixed their problem. But will wait for more input before trying that possible fix.
