Default Extra battery cable from the negative connector

When I installed a new battery in my newly bought 1999 Dodge Dakota 5.2 V8 I found that there is an extra cable going from the negative battery connector - that was unconnected. I have searched the net and it seems that it is a ground cable. Where should this be gronunded on the car? See attached picture.

Do you know why somebody would disconnect this cable on purpose?

If the battery cable was replaced, it may just be an 'extra' wire that came with it. Otherwise, no real reason to disconnect......
