Default 1997 dakota slt v6 automatic

So i've checked every ground. confirmed ctm is active and working. checked every sensor. swapped pcm and cluster. my problem is none of my cluster is working. it does work once every 6 months maybe. this last time i got about 2 miles before it went out again. all cluster lights work. headlights. brights indicator along with both turn signal indicators on cluster work. i've plugged in my scan tool topdon artidiag500 and confirmed that obd port is getting power and signal from pcm due to active readout from engine rpm, oil pressure, speed etc. after the initial 2 chime from ctm i get another 2 chimes and at this point fuel light, security and low wash all 3 come on and stay on. i have tried the 10 minutes on position reset for the ctm at which that didnt help. the truck starts runs and drives like it should even without a working cluster. when doing self check i get error codes. 900,920,921,940,950 & 999. Any suggestions at this point?

You have a wiring issue. Most of your gauges are direct-read, I.E. They get their information directly from whatever sensor. The fact that NONE of them are working...... indicates it is likely a grounding issue for the cluster. There is likely more than one, so, check them ALL. This is where wiring diagrams come in handy. if you don't have a service manual, you can find 'em here, but, it isn't nearly as informative as the SM would be. Haynes and Chiltons simply are NOT detailed enough.

i seen once on a caravan the gauges didnt work but all else was fine . turned out to be bad ignition switch ..wiggling the key after starting would bring gauges back to life some times
