Lights flicker, Horn blows, wipers turn on
I was driving my 2003 Dakota the other day and my Lights flicker, Horn blows, wipers turn on. I turned of my tuck and the horn still blows and lights flicker. Is this a short or a relay sticking?

Sounds like it is a short somewhere in the steering column. Light more than likely are flicking because it is shorting out too but because of the extra power draw.
