Is it in both lights or just one? If it's in just one, the I would say that eventhough the bulb is new it may be bad. Do you have a way to test the new bulbs in a different Dak?

power at all three??
download and read the section in the manual I know it's a 2001 manual (look in the forum for it). Sounds like either the wiring between the multi-function switch and the headlight bulb, the multifunction switch itself, or your central timer module (??).

Get a multimeter and start testing stuff against the wiring diagrams.

ok there shouldnt be power at all 3. IF there is how is the current going to go from positive to negative if they are all positive. You should have 2 wires at 12V, one for each beam and a ground. Sounds like you have a grounding issue.
