Default TV Cable

Okay, I bought a new tv cable for my truck as the mechanic was telling me this was causing my irratic shifts from 1 -> 3rd but Now I found out that it did nothing does anyone know if there is a way to adjust the (pedal to the tv cable) I think this might be my problem but Im not sure. I tried to make it move together or should I get under the truck and adjust it?

This is the Shift cable (Reffered to as the Throttle Valve Cable) I have found the problem and it is not acutally the TV cable it is my front Band which needs to be adjusted properly I might just do a Guide on this as a mechanic told me a very good way of doing this with the pan off and pan on.

Well seems the shift problem was the Front Band, Which still needs to be adjusted as I tightened it a Bit too much (Hard to tell unless I pull the Pan off. ) I might do a quick guide on this as it Is Simple and Causes for a better second gear.
