Drop or bumpers?

Drop or bumpers?
this spring I want to make a couple steps with my truck.
but I don't know which to start with,
front Chrome upper bumper with painted lower and rear welded/smoothed rollpan
vs.
3/5 drop (spindles, shackles, new bushings, shocks, etc.)
both would end up costing near the same with equal amounts of work involved
I'm just looking for input from you guys (and girls)

RE: Drop or bumpers?
I might, but I'm not too crazy about covers,
"Don't hide the ugly, Replace it"
but I did just find this bumper from wings west
EDIT>> I'm looking for a smooth show look,
low n' slow is how I want to look, I might eventually lay frame with a full air susp.
