Unless there is a factory installed switch on your dash, there is not way to deactivate it. You will find these switches mostly in pickup trucks and other two seater type vehicles so a child seat can be put on the passenger side.
Newer vehicles have more sophisticated systems that can detect an adult in the passenger seat, and the bag is only active if that requirement is met. If the seat is empty or a light weight item is there it is turned off.
