Headliner Leak When Raining Hard
Just incase someone else ever has this problem. I found a fix to this issue.
I never had to take the headliner out. The problem was with the rails on top of the Durango. I unbolted them and realized that the front portion of the rail was held on by a stud with a rubber washer. Water liked to get trapped up there because of the way the car tilts forward. I added a steal washer to add height so that the rubber washer sat on the roof of the car, unfortunately, that didn't work either.
In the end... I took some silicone and sealed the stud under the rail. I also added teflon tape and gave it a dab of silicone on every one of the bolts that I took off. So far, that has worked and no more leaks.
