Default front bumper

does the plastic peice that runs along the bottom of the front bumber serive a purpose?

It hits the parking blocks to let you know you pulled in too far or it scrapes a a driveway to warn you of the steep grade.......

It appears to me as it was put there as a splash guard of sorts.

I always thought it was for some kind of aereodymanics during lightspeed,

it helps w/ air flow forcing air up into the engine bay helping cool down your coolant, and helping direct air into your airbox. I have not heard anybody that has removed them ever have any problems.

Actually, air into the engine compartment does nothing to cool down coolant. The only thing that helps cool down coolant is air moving through the radiator.

Its only purpose is for aerodynamics, to attempt to force more air under the Durango. Removing it may or may not hurt your gas mileage very slightly, but I doubt it will have any real effect.
