Unhappy 2006 Durango automatically applies brakes at 60 mph

I have a 2006 Durango, when I get it up to 60 mph the brakes will automatically engage without being pressed just like they were slammed on. It just happens for an instant than releases it will also do it at 70 mph. scares the **it out of you if you're not expecting it. it only happens first at 60 then 70 not sure of any higher speeds than 70. it seems like some sort of computer problem since it is only activated at predetermined speeds. Has anyone had this issue and is this a speed sensor issue or any help to resolve this would be greatly appreciated.
I also had all 4 rotors and pads replaced after this started happening, that didn't fix it. It is still auto braking at 60 mph.

Go to www.safercar.gov and there is a recall on the second page for the brakes that will lock up on ABS vehicles. Call your dealer with your VIN.

Below is a copy of the recall.

Safety Recall E20
Reprogram ABS Control Module
2006 (HB) Dodge Durango
NOTE: This recall applies only to the above vehicles equipped with ABS (sales
code BRT) but without ESP (sales code BNB) built through September 30, 2005
(MDH 093018).
The Antilock Brake System (ABS) control module software program on about
16,300 of the above vehicles may cause the rear brakes to lock up during certain
braking conditions. This could result in a loss of vehicle control and cause a crash
without warning.
The ABS control module must be reprogrammed (flashed).
