07 durango 5.7 hemi will not turn over/start

07 durango 5.7 hemi will not turn over/start
Turn key to on position and all seems ok however when try to start Relays and instrument lights flicker and such....Charged battery, changed starter and still no luck.....Please, any ideas would be greatly accepted!!thanks

how old is the batt? if its over 4 years old, just get a new one. i got tired of weighting on them to go bad. now that i dont my own work i just replace them every 4 years. the old man is much happier i have not been stranded in 9 years..
